National Waterways (Construction of Jetties/Terminals) Regulations, 2025 Introduced
The Inland Waterways Authority of India (IWAI) has introduced new regulations aimed at attracting private investment in the development of inland waterways. As the nodal agency under the Ministry of Ports, Shipping, and Waterways, IWAI is responsible for the growth and management of waterways.
Key Provisions of the Regulations
Scope: The regulations cover both existing and new terminals, including both permanent and temporary terminals (with a 5-year term, extendable).
No-objection Certificate (NoC): Any entity, including private companies, wishing to develop or operate an inland waterway terminal on a national waterway must obtain a NoC from IWAI.
Responsibilities of Terminal Developers and Operators: Developers and operators will be responsible for the technical design and construction of the terminal, ensuring it aligns with their business plan and provides adequate access.
Digital Portal for Terminal Applications: IWAI will develop a digital portal to improve efficiency, transparency, and accessibility, thereby facilitating ease of doing business.
Other Key Initiatives to Promote Inland Waterways
National Waterways Act, 2016: This act designates 111 waterways as National Waterways to promote inland water transport.
‘Jalvahak’ Scheme: Provides up to 35% reimbursement on operating costs for cargo transport through National Waterways 1 (Ganga), 2 (Brahmaputra), and 16 (Barak) via the Indo-Bangladesh Protocol route.
Inland Waterways Development Council (IWDC): A policy forum organized by IWAI to support and promote the development of inland waterways.
