Government warns employees against using AI tools on Official Devices

The Union Ministry of Finance has recently issued a warning to government employees against using AI tools such as DeepSeek, ChatGPT, and others on official devices, citing potential data security risks.

Applications of AI in Governance:

AI can enhance governance through data-driven insights for informed policy-making and improve public service delivery via AI-powered bots in areas like tax filing, grievance redressal, and more.

Concerns with AI in Governance:

  • Data Security and Privacy Risks: AI models process user inputs on external servers, which can expose sensitive government data to potential storage, access, or misuse. For example, the 2017 WannaCry ransomware attack disrupted the UK's National Health Service.

  • Bias and Manipulation Risks: AI models may inherit biases from their training data, leading to unfair policies or systemic discrimination. There is also the risk that AI-generated policy recommendations could be manipulated through data poisoning attacks. For instance, predictive policing algorithms in the US have raised concerns about racial biases.

  • Loss of Accountability: Over-reliance on AI in decision-making could result in a lack of human accountability, making it challenging to assign responsibility for errors.

  • National Security Threats: Adversaries could exploit vulnerabilities in AI systems to influence policy-making or engage in espionage. This is particularly concerning for India, where many AI tools are based abroad.
