Parliamentary Committee flags overcentralization in the Draft HECI Bill

The Department-related Parliamentary Standing Committee on Education has raised concerns about the overcentralization in the proposed Higher Education Commission of India (HECI) Bill, which aims to replace the University Grants Commission (UGC) with a single regulatory body.

About the Proposed HECI:

The National Education Policy 2020 recommended the creation of an umbrella institution, HECI, with four independent verticals:

  • National Higher Education Regulatory Council: To serve as a unified regulator for the higher education sector, including teacher education, but excluding medical and legal education.
  • National Accreditation Council: Responsible for supervising and overseeing the accreditation of higher educational institutions.
  • Higher Education Grants Council: To manage funding and financing for higher education based on transparent criteria.
  • General Education Council: To define expected learning outcomes for higher education programs and develop the National Higher Education Qualification Framework.

Concerns Raised:

  • Overcentralization: The composition of the proposed body is heavily skewed toward the central government, with insufficient representation from the states.
  • Impact on Rural Educational Institutions: The removal of state control could negatively affect institutions in rural areas, particularly those facing infrastructure or faculty shortages, potentially leading to their closure.
