The Parliamentary Panel has presented a report on the Swachh Bharat Mission (Grameen) (SBM-G). The Standing Committee commended the progress made under SBM(G)-II, noting that 5,57,468 out of 5,87,529 villages have been declared ODF Plus.
An ODF Plus village not only maintains its Open Defecation Free (ODF) status but also ensures solid and liquid waste management and maintains a clean appearance.
About SBM-G:
- Launch Date: October 2, 2014, by the Ministry of Jal Shakti as one of two sub-missions of SBM.
- Status: Centrally Sponsored Scheme.
- Objective: To eliminate open defecation in rural areas.
SBM(G) Phase II (2020-21 to 2024-25):
- Aim: To sustain ODF status, manage solid and liquid waste by 2024-25, and transition all villages from ODF to ODF Plus.
- Key Components: Construction of Individual Household Latrines (IHHLs), Community Sanitary Complexes (CSCs), and Solid and Liquid Waste Management (SLWM).
Issues Highlighted by the Committee:
- Achievements Below Targets: Only 35% of the solid waste management (SWM) target and 57% of the liquid waste management (LWM) target were met in the last five years.
- Swachh Survekshan Grameen (SSG)-2023: The survey did not effectively capture key ODF Plus parameters.
- Incentives for IHHLs: The Rs. 12,000 incentive for constructing one IHHL for BPL households has not been adjusted for inflation.
- Other Issues: Underutilization of funds, a reduction in the construction of IHHLs and CSCs during FY 2021-22 to FY 2023-24, among other concerns.
