Ragging incidents surge amid weak enforcement of Anti-Ragging Guidelines

Recently, numerous deaths and complaints related to ragging have surfaced from college campuses across the country.

Ragging refers to any form of harassment—whether verbal, written, or physical—that intimidates, humiliates, or harms juniors, causing psychological or physical damage. (UGC)
It is often rooted in factors such as senior-junior rivalry, romantic conflicts, sexuality, and sadistic dominance.

Key Statistics on Ragging in India

  • Suicides/Deaths: 78 cases linked to ragging between January 2012 and October 2023.
  • UGC Helpline Complaints: Over 8,000 complaints, reflecting a 208% increase from 2012 to 2022.

Challenges in Eradicating Ragging

  • Weak enforcement: Insufficient and ineffective oversight by the UGC, many cases are resolved internally, and Supreme Court guidelines are often implemented only symbolically.
  • Fear of retaliation: Victims are reluctant to report ragging due to fear of revenge from seniors.
  • Lack of awareness and sensitization: Many students are unaware of the psychological and legal repercussions of ragging, as anti-ragging orientation programs are often reduced to formalities.

Anti-Ragging Framework in India

  • UGC Regulations: Students are required to submit three anti-ragging affidavits during a three-year course.
  • Raghavan Committee (2007): Recommended strict enforcement, criminalizing ragging, and holding institutions accountable.
  • Other Recommendations: Strengthen monitoring with complaint boxes, CCTV, and ID-based dashboards; extend regulations to all institutions; ensure rigorous legal compliance.
