Sri Lankan Navy Arrests 14 Indian Fishermen from Tamil Nadu

India's External Affairs Minister recently expressed concerns over the repeated arrests of Indian fishermen by the Sri Lankan Navy during discussions with the Sri Lankan President.

Background of the Maritime Dispute:

The dispute centers around fishing rights in the Palk Bay area, which involves violations of the International Maritime Boundary Line (IMBL) and illegal fishing activities. The Palk Bay, a narrow stretch of sea separating Tamil Nadu and northern Sri Lanka, is abundant in marine resources.

Maritime Boundary Agreements of 1974 and 1976:

  • 1974 Agreement: The Island of Katchatheevu is located on the Sri Lankan side of the India-Sri Lanka IMBL. However, Indian fishermen were granted access to the island for activities such as drying nets and attending the annual St. Anthony's Church festival.
  • 1976 Agreement: This agreement further defined the maritime boundaries in the Gulf of Mannar and the Bay of Bengal.

Factors Contributing to the Dispute:

  • Traditional Fishing Practices: Tamil Nadu fishermen often cross the IMBL due to longstanding fishing habits in the area.
  • Depletion of Fish Stocks: The use of practices like bottom trawling, which involves dragging a net along the ocean floor to capture target species like ground fish and crabs, has led to a decline in fish stocks.
