Tamil Nadu Opposes Three-Language Policy in Schools Under NEP 2020

The Centre has withheld funds for Tamil Nadu's participation in the Samagra Shiksha India’s maritime infrastructure scheme due to the state's refusal to implement the three-language policy outlined in the New Education Policy (NEP) 2020. Currently, Tamil Nadu follows a two-language policy, with Tamil and English as the medium of instruction.

About the Three-Language Policy:

  • Objective: To promote multilingualism and strengthen national unity.
  • Mandate: Students are required to learn three languages, with two being native to India. The choice of languages is left to the states and students.

Evolution of the Policy:

  • University Education Commission of 1948-49 (Chaired by Dr. Sarvepalli Radhakrishnan): The recommendations of this commission laid the groundwork for the three-language formula in school education.
  • Kothari Commission (1964-66): Formally proposed the three-language formula.

Inclusion in Education Policies:

  • The three-language formula was included in the NEP 1968.
  • The policy was retained in NEP 1986 & 1992.
  • NEP 2020 also maintained the three-language formula with added flexibility, notably with no explicit mention of Hindi but encouraging two regional languages.

Concerns Regarding the Three-Language Policy:

  • Perceived Imposition of Hindi: Some fear the policy may force Hindi upon students.
  • Increased Academic Burden: Learning an additional language can put extra pressure on students.
  • States’ Own Language Policies: States may feel the policy conflicts with their existing language preferences.
  • Financial and Resource Constraints: The policy could place strain on resources and finances, making its implementation challenging
