The RSVC was developed under the guidance of the Office of the Principal Scientific Adviser (PSA). Its goal is to integrate advanced technologies with the needs of rural communities, improving their quality of life and empowering them through sustainable solutions. RuTAGe was conceptualized by PSA in 2003-04.

- Scalability: Plans to expand by establishing 20 new centers and empowering women entrepreneurs through the Techpreneurs program to ensure sustainability.

- Entrepreneurship: E-commerce and 3D printing support small businesses, enabling them to reach global markets and reduce reliance on imports.
- Education: Initiatives like PM e-VIDYA and SWAYAM provide online education, enhancing access to quality learning and bridging the digital divide.
- Financial Inclusion: Programs like DBT and PM Jan Dhan Yojana enable direct, cashless transfers, minimizing fraud and improving transparency.
- Water Management: The National Program on Aquifer Mapping and Management uses technology to manage groundwater resources, ensuring efficient water use in agriculture.
