 Standing Committee on Water Resources Presents Fourth Report on Demand for Grants (2025-26) of the Ministry of Jal Shakti

The Standing Committee on Water Resources has tabled its Fourth Report on the Demand for Grants (2025-26) of the Ministry of Jal Shakti. Additionally, the PM Surya Ghar: Muft Bijli Yojana (PMSGMBY) has crossed the significant milestone of 10 lakh installations.
The report provides insights into key government initiatives in the water sector, the challenges faced, and recommendations to improve their effectiveness.

Key Highlights of the Report

• Poor Fund Utilization: Only 60% of the allocated budget for 2024-25 was utilized by the end of the third quarter.
• Challenges in the Water Sector: These include a decline in per capita water availability, deterioration in water quality, overexploitation of groundwater, and the relatively low efficiency of water utilization facilities.
• Recommendation: To address these challenges, the report suggests revising the National Water Policy and ensuring its effective implementation.

Namami Gange Mission-II

• The report recommends forming a committee of MPs/MLAs from districts to enhance the formulation, implementation, and monitoring of the mission’s work.

Dam Safety

• The implementation of the Dam Safety Act is hindered by a shortage of personnel in the State Committees on Dam Safety (SCDSs) and State Dam Safety Organizations (SDSOs).
• Recommendation: Include local public representatives in bodies and organizations under the National Dam Safety Authority (NDSA) to strengthen oversight and implementation.

Rainwater Harvesting

• The report highlights the lack of dedicated financial support to States/UTs from the National Water Mission (NWM) for rainwater harvesting initiatives.

Flood Management and Border Areas Programme (FMBAP)

• The underutilization of allocated funds has impacted the program's implementation, while cross-border river issues continue to lead to recurring floods.
• Recommendation: The Ministry of Jal Shakti and the Ministry of External Affairs should treat cross-border flooding management as an independent initiative to address these challenges effectively.
