The Supreme Court, through various rulings, has affirmed that Article 21 encompasses both the right to life and the right to livelihood.
Article 39: The State shall ensure that all citizens, regardless of gender, have the right to an adequate livelihood.

SC Judgments

• Olga Tellis v. Bombay Municipal Corporation (Pavement Dwellers Case): The right to livelihood is part of the right to life, as no one can live without a means of livelihood.
• M.J. Sivani v. State of Karnataka: The right to life under Article 21 includes the protection of livelihood.

Scheme for Cooperative Sugar Mills
The Union Government has recently announced a scheme for Cooperative Sugar Mills under the modified Ethanol Interest Subvention Scheme.

About the Scheme for Cooperative Sugar Mills

• Ministry: Ministry of Consumer Affairs, Department of Food & Public Distribution
• Aim: To convert existing sugarcane-based ethanol plants into multi-feedstock plants, allowing the use of grains such as Maize and Damaged Food Grains (DFG).
• Under the modified Ethanol Interest Subvention Scheme, the government is providing interest subvention of 6% per annum or 50% of the interest rate.
